As its name, and eURC sub-article e2 (a) suggest, the eURC is intended to supplement URC 522. While the term "supplement" is not defined in the rules, it suggests that the eURC is not intended to be a set of self-contained rules, such as ISP98 or the URDG, but to operate by reference to the URC.
The eURC contains only those provisions deemed necessary to expand or modify URC 522 in order to facilitate presentation of electronic records. As a result, it is necessary to read an eURC provision in conjunction with the corresponding URC 522 provisions.
It is also necessary to approach an eURC collection instruction in light of both the eURC and the URC 522. eURC sub-article e3 (b) (Relationship of the eURC to the URC) provides guidance as to how the two sets of rules relate where their provisions appear to suggest different answers to the same problem.
This article stipulates that the eURC will apply to a collection instruction that "indicates that it is subject to [the] eURC". The eURC applies where it can be determined that the collection instruction is intended by the presenter to be subject to the eURC.
As indicated in this article, the eURC is issued in "versions". The version applicable from 1 July 2019 is Version 1.0. In indicating that the collection instruction is subject to the eURC, it is recommended that the applicable version also be indicated.
If the version number is not indicated, then the collection instruction will be subject to the latest version in effect when such instruction is issued, or if made subject to eURC by an amendment, the date of that amendment.
